The recently concluded Free Trade Agreement (FTA) between India and the European Union (EU) is poised to significantly impact various sectors of the Indian economy. One sector anticipating considerable change is the traditional perfume industry of Kannauj, a region renowned as India's perfume capital. This trade deal, which has been called the "mother of all deals" by leaders, aims to liberalize trade and investment between the two economies, potentially unlocking new opportunities and challenges for Kannauj's perfume dealers.
Kannauj has been a perfume-making center for centuries, with evidence of organized trade dating back to 1000 A.D. The region is known for its traditional attar production, a unique method of extracting essential oils and absorbing them into a sandalwood base. While the global perfume market has largely shifted to synthetic alternatives, Kannauj continues to preserve its artisanal techniques, particularly the degh-bhapka method, which uses copper stills and natural fuels. Today, the perfume business in Kannauj is valued at over ₹1200 crore, with a significant portion of the local population directly or indirectly involved in the industry. Exports are currently valued at Rs. 55-60 crore, with a domestic market worth Rs 600 crore.
The India-EU FTA, finalized on January 27, 2026, is expected to boost trade between the two regions by nearly 50% from 2024-25 levels by 2030. The agreement aims to eliminate or reduce tariffs on over 96% of goods exported from the EU. India will grant tariff concessions to 97.5% of the EU's exports, while the EU will offer preferential access covering 99.5% of India's trade value. This comprehensive agreement covers a wide range of sectors, including textiles, engineering goods, and spices, which are expected to gain improved access to the EU market.
For Kannauj perfume dealers, the FTA presents both opportunities and challenges. The elimination or reduction of tariffs could make Kannauj's attar and essential oils more competitive in the European market. Europe represents a significant market for fragrances, and increased access could lead to higher export volumes and revenue for local businesses. The agreement also promotes deeper integration in services and investment flows, potentially attracting European investment in Kannauj's perfume industry. This could lead to modernization of production processes, improved packaging, and enhanced marketing strategies. The development of a dedicated "Perfume Park" in Kannauj, with specialized industrial zoning and shared facilities, could further benefit from increased investment and trade.
However, the FTA also poses challenges. Kannauj's traditional perfume industry faces competition from large multinational corporations and synthetic fragrances. To compete effectively in the European market, Kannauj's perfume dealers need to address several issues, including technological inertia, resource scarcity, and marketing deficits. The rising cost and restricted availability of sandalwood, a key ingredient in traditional attar, have led to the use of cheaper substitutes, which can dilute quality and erode market trust. Additionally, many producers lack expertise in luxury branding and digital consumer psychology, hindering their ability to reach a wider audience.
To maximize the benefits of the India-EU FTA, Kannauj's perfume industry needs to focus on several key areas. This includes adopting sustainable and efficient production methods, investing in research and development to create innovative products, and improving marketing and branding to appeal to European consumers. Regulatory compliance and adherence to international standards are also crucial for ensuring product safety and quality. The Uttar Pradesh government's initiatives to promote investment and ease of doing business, such as InvestUP and the Nivesh Mitra portal, can play a significant role in supporting the industry.
The India-EU FTA has the potential to be a game-changer for Kannauj's perfume industry. By embracing innovation, addressing challenges, and leveraging government support, Kannauj's perfume dealers can unlock new opportunities and solidify their position in the global market.
