Yumnam Khemchand Singh Becomes Manipur's Chief Minister Again Following the Termination of President's Rule.

Yumnam Khemchand Singh was sworn in as the new Chief Minister of Manipur on Wednesday, marking the end of President's Rule in the state, which had been in effect for nearly a year. The Ministry of Home Affairs issued a notification formally revoking President's Rule, paving the way for the formation of a new elected government. The swearing-in ceremony took place at Lok Bhavan in Imphal.

President's Rule was initially imposed on February 13, 2025, following the resignation of then-Chief Minister N. Biren Singh amid prolonged ethnic violence between the Meitei and Kuki communities. The ongoing unrest and administrative paralysis led to the Union government taking direct control of the state machinery under Article 356 of the Constitution of India. During this period, the state Assembly was placed under suspended animation.

Yumnam Khemchand Singh, a BJP legislator, staked his claim to form a government after being chosen as the leader of the ruling party's legislative group. He met with Governor Ajay Kumar Bhalla to present his case, after which the Governor invited him to form the government. The BJP currently has 37 MLAs in the 60-member Assembly. In the 2022 elections, the party won 32 seats, with five JD(U) legislators later joining. The Assembly's term is scheduled to run until 2027.

Along with Yumnam Khemchand Singh, Nemcha Kipgen and Losii Dikho were also sworn in as Deputy Chief Ministers. Govindas Konthoujam was sworn in as the state's new Home Minister.

Yumnam Khemchand Singh has previously served as an MLA from the Singjamei constituency, having been elected in both 2017 and 2022. He also held the position of Assembly Speaker from 2017 to 2022 and was later inducted as a Cabinet minister in the N. Biren Singh government.

The Kuki-Zo Council, the apex body of the Kuki-Zo people, has reaffirmed its decision not to participate in the formation of the Manipur government. They have also urged Kuki-Zo MLAs joining the government to respect the collective will of the people.

The end of President's Rule and the formation of a new government are aimed at restoring political stability and fostering peace, development, and good governance in Manipur.
