Several changes in financial rules are set to take effect on September 1, 2025, impacting various aspects of personal finance, from LPG prices to ATM withdrawals and fixed deposit rates. Here's a breakdown of some key changes:

LPG Cylinder Price Adjustments

As is typical, the prices of LPG cylinders are subject to change. These adjustments usually happen on the first day of each month and affect both commercial and domestic gas cylinders. In some regions, fuel companies have already announced an increase in LPG prices effective September 1, 2025. For example, both Solane and Petron announced a price hike of P0.55 per kilogram for household LPG. These changes reflect fluctuations in the international contract price of LPG. Revisions in aviation turbine fuel (ATF) and CNG-PNG rates are also anticipated, which could affect transportation costs and potentially influence the prices of goods and services.

ATM Withdrawal Rule Changes

Starting May 1, 2025, ATM users across India began facing revised transaction charges in accordance with the Reserve Bank of India's (RBI) updated fee framework. While the exact changes for September 1, 2025, require confirmation, the existing framework provides a useful reference. Customers in metro cities get three free ATM transactions per month, while those in non-metro areas get five. Beyond these limits, banks can charge up to ₹23 per transaction, excluding taxes. These charges apply to both financial and non-financial transactions at ATMs and Cash Recycler Machines (CRMs), though cash deposits at CRMs remain free.

In Russia, new rules for cash withdrawals via ATMs are also slated to take effect on September 1. Banks will be limiting the dispensing of funds in ATMs to 50,000 rubles per day if an operation seems suspicious.

Fixed Deposit (FD) Rate Revisions

Interest rates on fixed deposits are subject to change, and it's advisable to check with individual banks for their latest rates. Several banks offer varying interest rates based on the tenure of the deposit. Senior citizens often benefit from higher interest rates. For example, as of August 18, 2025, Federal Bank offered interest rates ranging from 3.00% to 6.70% for the general public and 3.50% to 7.20% for senior citizens on resident term deposits. Canara Bank FD rates in 2025 range from 4.00% to 7.25% annually for regular FDs.

Credit Card Rule Modifications

Several changes to credit card rules may also take effect in September. HDFC Bank, for example, may introduce a cap on reward points earned through utility transactions. IDFC First Bank could also update its payment schedules. SBI Card is making changes to its credit card rewards program, with users of select SBI credit cards no longer earning reward points on spends made on digital gaming platforms and government-related transactions starting September 1, 2025.

Other Notable Changes

  • Aadhaar Update: The Unique Identification Authority of India (UIDAI) had extended the free Aadhaar document update period until September 14, 2024. While this deadline has passed, it's worth checking for any new announcements regarding Aadhaar updates.
  • Fraudulent Calls: New measures to combat fraudulent calls and messages may be implemented. TRAI's guidelines suggest a shift to a blockchain-based system for telemarketing to enhance security and reduce spam.

Staying informed about these financial changes is crucial for effective budget management and financial planning.
