As Bihar prepares for upcoming elections, the Election Commission of India (ECI) is conducting a Special Intensive Revision (SIR) of electoral rolls in the state. As part of this process, the ECI has received a significant number of requests related to the voter list. According to data released by the ECI, a total of 197,764 requests have been made for the exclusion of names from the voter list. In contrast, 29,872 requests have been submitted for the inclusion of names. Additionally, 33,771 complaints have been resolved. The deadline for filing objections to the draft electoral roll is August 31, 2025. The final electoral roll for Bihar is expected to be published on September 30, 2025.
The ECI has stated that 99.11% of the 7.24 crore electors in Bihar have submitted their documents for verification. This high percentage indicates a strong engagement from the public in ensuring the accuracy of the electoral rolls.
Political parties have also been involved in the SIR process. Booth-level agents appointed by political parties have filed 25 claims for inclusion and 103 claims for exclusion. However, according to an ECI statement on August 11, no political party, including the opposition, had filed any formal objections or complaints regarding the draft electoral rolls published on August 1. Despite this, individual electors have submitted over 10,000 objections directly to the poll panel. Furthermore, more than 50,000 new electors who have reached the voting age of 18 have applied for new voter IDs.
The ECI has clarified that no names will be deleted from the draft list without a proper inquiry and a fair opportunity for the concerned individuals to be heard. The claims and objections will be addressed by the concerned Electoral Registration Officer (ERO) or Assistant Electoral Registration Officer (AERO) after verifying the eligibility documents.
Previously, the ECI published a list of 65 lakh voters whose names were removed from the draft electoral roll following the SIR exercise. This list, along with the reasons for exclusion, has been made available on the official website of the Chief Electoral Officer (CEO) Bihar. The publication followed an interim order from the Supreme Court. The Bihar CEO Office has stated that Booth Level Officers (BLOs), with the assistance of booth-level agents appointed by political parties, local public representatives, and other officials, have prepared the list of voters whose enumeration slips have not been received. Individuals who are dissatisfied with their exclusion can submit a claim along with a copy of their Aadhaar card. The downloaded list includes details such as the serial number, EPIC number, voter name, relation type, relative's name, old part number, old serial number, age, and gender of the excluded electors.
