India and Mauritius have significantly strengthened their bilateral relations, elevating their partnership to a "comprehensive strategic partnership". This development occurred during the state visit of Mauritian Prime Minister Navinchandra Ramgoolam to India, where he met with Indian Prime Minister Narendra Modi in Varanasi on September 11, 2025.
A key outcome of the visit was the signing of seven Memorandums of Understanding (MoUs) spanning various sectors, including science and technology, oceanography, public administration, power, small development projects, hydrography, and space cooperation. These agreements demonstrate a commitment to enhanced collaboration and mutual growth.
In the realm of space cooperation, the agreement aims to establish telemetry, tracking, and communication stations. The two nations also renewed their commitment to maritime research and hydrographic mapping. Furthermore, educational ties were strengthened through MoUs between the Indian Institute of Technology (IIT), Madras, the Indian Institute of Plantation Management, Bengaluru, and the University of Mauritius. NTPC Ltd. is also set to finalize an agreement for a 17.5 MW floating solar PV project at Tamarind Falls.
India has pledged a substantial Special Economic Package exceeding USD 680 million to assist Mauritius in implementing at least 10 projects, including strengthening key infrastructure such as ports, airports and roads, and establishing new schools and hospitals. Approximately USD 215 million will be allocated on a grant basis to fund the construction of a new Sir Seewoosagur Ramgoolam National Hospital, establish an AYUSH Centre of Excellence, develop a Veterinary School and Animal Hospital, and provide helicopters for public use. An additional USD 440 million, through a grant-cum-line of credit, will support projects like the construction of a new Air Traffic Control tower and the redevelopment of Mauritius’ main port. India will also provide USD 25 million in budgetary support to Mauritius for the current financial year.
Prime Minister Modi emphasized that India remains committed to strengthening the security of Mauritius's exclusive economic zone and that both countries will work towards enabling bilateral trade in local currencies, following the successful launch of UPI and RuPay cards in Mauritius. He also congratulated Mauritius on its progress regarding the Chagos Archipelago, reiterating India's support for decolonization.
In addition to the agreements and economic package, India is providing 100 electric buses to Mauritius, with 10 already delivered, and supporting a 17.5 MW floating solar power plant at Tamarind Falls. A Comprehensive Partnership Agreement in the field of energy will further strengthen cooperation in this sector. Training programs for civil servants and new Mission Karmayogi modules were also announced.
Prime Minister Ramgoolam expressed deep appreciation for India's role in Mauritius's progress, stating that the bilateral relationship is rooted in shared values, mutual respect, and a forward-looking development agenda. He also lauded India's hospitality and described the bond between the two countries as one of family and trust. Modi echoed this sentiment, describing India and Mauritius as "not just partners but a family". He highlighted that Mauritius is a key pillar of India's Neighbourhood First policy and Vision MAHASAGAR, which promotes regional collaboration and security in the Indian Ocean.
