Delhi Red Fort Explosion: Police Invoke Anti-Terror Law, Investigating Blast as Potential Terrorist Attack.

A high-intensity explosion ripped through a car near the Red Fort in Delhi on Monday evening, prompting the Delhi Police to register a case under the Unlawful Activities (Prevention) Act (UAPA) and investigate the incident as an act of terror. The blast, which occurred at approximately 6:52 PM near the Red Fort Metro Station, resulted in at least nine fatalities and left 20 people injured, including two women.

The Delhi Police have filed a First Information Report (FIR) at the Kotwali police station, invoking Sections 16 and 18 of the UAPA, along with sections of the Explosives Act and the BNS. Sections 16 and 18 of the UAPA specifically address terrorist acts and conspiracy or support for such acts, respectively. Section 16 stipulates that if a terrorist act results in death, the responsible individual may face life imprisonment or even the death penalty, in addition to a fine. Section 18 pertains to the planning, conspiracy, or facilitation of a terrorist act, even if the act itself has not been carried out.

The explosion involved a Hyundai i20 car and occurred on a busy stretch near the Red Fort. The impact of the blast gutted several vehicles and scattered debris across the area. Forensic evidence and initial intelligence inputs have led investigators to suspect possible terror links.

In the wake of the explosion, Delhi has been placed on high alert, with increased security measures at the airport, railway stations, and bus terminals. The Red Fort will remain closed to the public for three days, from November 11th to November 13th.

Two men, identified as Salman and Devender, have been detained in connection with the blast. These individuals previously owned the Hyundai i20 car that exploded. Police are currently tracing the car's detailed sales history to uncover further leads.

CCTV footage has been instrumental in helping police reconstruct the vehicle's final journey before the explosion. The footage shows the car moving from the Daryaganj market area before arriving at the parking lot near Sunehri Masjid around 4 PM on Monday. The car remained parked for approximately two hours before the explosion occurred while it was slowly moving on Netaji Subhash Marg.

Initial investigations suggest a potential link between the car used in the explosion and Pulwama in Jammu and Kashmir. According to sources within the Delhi Police, the i20 car may have been initially purchased by a resident of Pulwama.

NDTV reported that another suspect, Aamir, gave the Hyundai i20 to Tariq, who then passed it to Omar Mohammed, an accomplice of Adil and Muzammil. The Delhi Police have included UAPA Sections 16 and 18 in the FIR, along with Sections 3 and 4 of the Explosive Substances Act, as well as charges of murder and attempted murder.

Home Minister Amit Shah is scheduled to chair a high-level security review meeting in New Delhi at 11 AM today. The investigation is ongoing, with raids being conducted at multiple locations.
