Manipur internet ban: Mobile services suspended in five districts amidst protest crackdown and rising tensions.

The Manipur government has ordered the suspension of internet services in five valley districts of the state, effective from 11:45 PM on Saturday, June 8, 2025, for a period of five days. The affected districts are Imphal West, Imphal East, Thoubal, Bishnupur, and Kakching. This decision comes in the wake of escalating protests and concerns over potential misuse of social media to incite public unrest.

The order, issued by Commissioner-cum-Secretary (Home), N. Ashok Kumar, cites the prevailing law and order situation in the specified districts as the primary reason for the internet shutdown. The government fears that anti-social elements might exploit social media platforms to disseminate inflammatory content, including images, hate speech, and videos, which could further exacerbate tensions and disrupt peace in the state. The order was passed "ex-parte" in light of the emergent circumstances. Authorities have warned that any individual found violating the suspension order will face legal consequences.

The immediate trigger for this action appears to be the arrest of a leader from the Meitei outfit, Arambai Tenggol, which led to widespread protests in Imphal East and Imphal West districts on Saturday night. Demonstrators reportedly set fire to tires and old furniture in the middle of the road in areas like Kwakeithel and Uripok, demanding the release of the arrested leader.

This is not the first time internet services have been disrupted in Manipur. Previously, on December 3, 2024, the state government extended a mobile internet ban for two days in nine districts, citing similar concerns about maintaining law and order. While broadband services were conditionally restored in November 2024, mobile internet has remained a contentious issue.

The government's decision to suspend internet services reflects a growing trend in India, where internet shutdowns are frequently used as a tool to maintain public order and prevent the spread of misinformation, particularly during times of social unrest or political instability. However, these measures have been criticized by digital rights activists and human rights organizations, who argue that they infringe upon freedom of expression and access to information, and can have severe economic and social consequences. The economic impact includes businesses being unable to process transactions online, difficulty communicating with suppliers, and a halt to deliveries.

The current internet suspension in Manipur raises concerns about its potential impact on various aspects of life in the affected districts. Residents will face difficulties in accessing essential information, communicating with loved ones, conducting business, and accessing online education and healthcare services. The shutdown could also impede the flow of information about the situation on the ground, making it harder for journalists and civil society organizations to monitor events and report on human rights concerns.
