The Monsoon Session of Parliament has been marked by significant disruptions, primarily due to opposition protests over the Special Intensive Revision (SIR) of electoral rolls in Bihar. Both the Lok Sabha and Rajya Sabha have faced repeated adjournments as opposition members demand a discussion on the issue.
The opposition's primary concern revolves around the SIR exercise in Bihar, which they describe as "dangerous and unconstitutional". They allege that the revision process could lead to the large-scale removal of names, particularly from marginalized communities, ahead of the upcoming assembly elections. Some opposition leaders claim that the Election Commission's move may infringe upon the rights of Parliament, as Article 11 empowers Parliament to regulate citizenship rights by law. They argue that the SIR requires people to provide citizenship proof, which they believe is unconstitutional. Opposition MPs are demanding that the government address their concerns and allow for a thorough discussion on the matter. Notices for adjournment motions have been submitted in both the Lok Sabha and Rajya Sabha to push for this discussion.
The government, however, maintains that it is committed to protecting the interests of all sections of society. Parliamentary Affairs Minister Kiren Rijiju has stated that the opposition's behavior is inappropriate and that the government has a collective responsibility to address issues. Union Home Minister Amit Shah was slated to move a resolution seeking approval for the extension of President's Rule in Manipur. The resolution seeks to extend the proclamation issued on February 13, 2025, under Article 356 of the Constitution, for another six months starting August 13, 2025. President's Rule was initially imposed in Manipur on February 13.
Despite the disruptions, the government aims to push forward with its legislative agenda. Several key bills are slated for consideration and passage during the Monsoon Session. These include The Indian Ports Bill, 2025, which seeks to consolidate laws related to ports and promote integrated port development. The Income Tax Bill, 2025, which aims to simplify the tax legislation and lighten the tax compliance burden, is also a vital issue in this session. The Readjustment of Representation of Scheduled Tribes in Assembly Constituencies of the State of Goa Bill, 2024 and The Merchant Shipping Bill, 2024 are also listed for consideration. The Rajya Sabha is set to consider The Carriage of Goods by Sea Bill, 2025 for debate and passage.
The Monsoon Session, scheduled from July 21 to August 21, includes 21 sittings. There will be no sittings between August 12 and August 18 due to Independence Day celebrations.
