The Monsoon session of Parliament concluded today with the Lok Sabha adjourning sine die. Speaker Om Birla expressed his disappointment that the House was only able to conduct productive debate for approximately 37 hours during the entire session. The session, which commenced on July 21, 2025, was marred by frequent disruptions, adjournments, and walkouts, significantly curtailing the time dedicated to legislative business.
According to Speaker Birla, the disruptions caused by the opposition prevented discussions on several important bills. Opposition parties repeatedly demanded discussions on issues such as Operation Sindoor and the Special Intensive Revision exercise in Bihar's electoral rolls, leading to repeated adjournments.
Despite the disruptions, several bills were passed during the Monsoon session, including: * The Promotion and Regulation of Online Gaming Bill, 2025 * The Indian Institutes of Management (Amendment) Bill, 2025 * The Mines and Minerals (Development and Regulation) Amendment Bill, 2025 * The Indian Ports Bill, 2025 * The Taxation Laws (Amendment) Bill, 2025 * The Income-tax Bill, 2025 * The National Anti-Doping (Amendment) Bill, 2025 * The National Sports Governance Bill, 2025 * The Manipur Appropriation (No.2) Bill, 2025 * The Manipur Goods and Services Tax (Amendment) Bill, 2025 * The Merchant Shipping Bill, 2025 * The Readjustment of Representation of Scheduled Tribes in Assembly Constituencies of Goa Bill, 2025
Furthermore, Union Home Minister Amit Shah introduced several significant bills, including: * The Constitution (One Hundred and Thirtieth Amendment) Bill, 2025 * The Government of Union Territories (Amendment) Bill, 2025 * The Jammu and Kashmir Reorganisation (Amendment) Bill, 2025
These bills were referred to a Joint Committee of Parliament. The Constitution (130th Amendment) Bill, 2025, seeks to remove a Central or State Minister who is facing allegations of corruption or serious offences and has been detained for at least 30 days and has been referred to a Joint Committee. This bill will amend Article 75 of the Constitution, which deals with the appointment and responsibilities of the Council of Ministers, including the Prime Minister. The Jammu and Kashmir Reorganisation (Amendment) Bill 2025 seeks to amend section 54 of the Jammu and Kashmir Reorganisation Act, 2019, to provide a legal framework for the removal of the Chief Minister or a Minister in case of arrest or detention in custody on account of serious criminal charges.
The introduction of these bills led to significant uproar in the Lok Sabha, with opposition members tearing up copies of the draft law and shouting slogans. They alleged that the bills undermine federalism, due process, and constitutional principles.
On the final day of the session, a special discussion was held to honor the achievements of Group Captain Shubhanshu Shukla for his space travel and to focus on the critical role of the space program for Viksit Bharat by 2047. Additionally, B Sudershan Reddy, the INDIA bloc's candidate for Vice President, filed his nomination. The election for Vice President is scheduled for September 9, 2025.
Looking ahead, Parliament is expected to reconvene for the Winter session, where lawmakers will resume pending debates and continue legislative business.
