White House Trade Adviser Peter Navarro has recently asserted that the "road to peace runs through New Delhi," criticizing India's continued purchase of Russian oil amid the ongoing war in Ukraine. In a briefing held in Washington, D.C., Navarro accused India of "cosying up" to Chinese President Xi Jinping and acting as a "laundromat" for the Kremlin. He argued that India's actions are "perpetuating the war" rather than "creating peace".
Navarro claimed that before the Ukraine war in February 2022, India bought virtually no Russian oil, but now the percentage has increased to 30-35 percent. He also alleged that India is buying Russian oil, refining it, and selling it at premium prices to Europe, Africa, and Asia, essentially running a "refining profiteering scheme". According to Navarro, this benefits Russia, who uses the money to build more arms and kill Ukrainians, which in turn forces American taxpayers to provide more aid to Ukraine.
Defending President Trump's decision to impose 50% tariffs on India, Navarro stated that the initial 25% tariffs were due to India "cheating" the U.S. in trade, and the additional 25% levy was imposed because of the trade deficit. He characterized India as a "Maharaj" in tariffs with high non-tariff barriers. He said that this hurts American workers and businesses.
Navarro dismissed the idea that India needs Russian oil to meet its energy requirements. He said that India is getting cheap Russian oil and making refined products that they sell at premium prices.
India, meanwhile, has maintained a clear stance on buying Russian oil, stating that it will take all necessary steps to protect its national interests. India has called the tariffs "unfortunate," stating that the U.S. has imposed tariffs for actions that several other countries are also taking in their own national interest. External Affairs Minister S Jaishankar has responded to criticism of India by American officials for its energy ties with Russia, and said the US itself had asked New Delhi to help stabilise global energy markets by buying Russian oil.
Navarro warned that President Trump is unlikely to extend the August 27 deadline for doubling tariffs on India as punishment for buying crude from Moscow. He believes that India does not recognize its role in the bloodshed and is cozying up to Xi Jinping.
