Addressing fellow leaders at the BRICS summit in Rio de Janeiro, Prime Minister Narendra Modi asserted that condemning terrorism should be a principle, not just a matter of convenience. He highlighted the recent terror attack in Pahalgam, Jammu and Kashmir, as a stark reminder of terrorism's threat to global peace, calling for unwavering international solidarity. Modi emphasized that the Pahalgam attack was not only a blow to India but to all of humanity.

Modi stressed the need for a clear and unified stance on overcoming terrorism for global peace and prosperity. He stated there is no room for double standards on the subject of terrorism and that any country providing direct or indirect support to terrorism must be held accountable. He added that there should be no hesitation in imposing sanctions against terrorists. "Victims and supporters of terrorism cannot be weighed on the same scale," the Prime Minister said. "For personal or political gain, giving silent consent and supporting terror or terrorists should not be acceptable," he added. Modi made it clear that there should be no difference between words and actions regarding terrorism.

Furthermore, Modi criticized the lack of proper representation for the majority of the world's population in key global institutions and called for a greater role for the developing world in international decision-making. He noted that the Global South has often faced "double standards". He argued that the world cannot be governed by 20th-century institutions in an AI-driven, fast-changing era and advocated for a new, inclusive global order that genuinely reflects the modern world's power dynamics and challenges.

Reflecting India's core concerns, the declaration adopted by BRICS leaders condemned the April 22 terror attack in Jammu and Kashmir's Pahalgam in the "strongest terms" and called for a more "representative" international order. The BRICS leaders expressed their commitment to combating terrorism, including cross-border terrorism, and called for the expeditious finalization of the Comprehensive Convention on International Terrorism within the framework of the UN.

PM Modi also reiterated India's commitment to the values of peace and brotherhood, emphasizing that world peace and security are the foundations of our shared interests and future.
