Union Minister Bhupender Yadav is slated to move a statutory resolution concerning the adoption of the Water (Prevention and Control of Pollution) Amendment Act, 2024, specifically concerning its implementation in Manipur. Discussions are expected to revolve around ensuring compliance and enhancing coordination at the state level regarding water pollution control measures. The amendments aim to strengthen the existing legal framework for preventing and controlling water pollution, addressing critical issues related to water quality management and ecological preservation.
Labour Codes Under Scrutiny
The House is also engaged in detailed discussions regarding the Labour Codes, which have been a subject of intense debate and scrutiny. These codes consolidate 29 existing labour laws into four comprehensive codes: the Code on Wages (2019), the Industrial Relations Code (2020), the Code on Social Security (2020), and the Occupational Safety, Health and Working Conditions Code (2020). The central government has notified all four Labour Codes, bringing them into effect from November 21.
The implementation timelines, provisions for worker protection, and potential impacts on various industries are key points of contention. Opposition parties have voiced concerns regarding the codes, with Congress MP Manickam Tagore submitting an adjournment notice in the Lok Sabha to push for a thorough discussion on the matter. Concerns include the flexibility afforded to employers in matters of hiring and firing, which some fear could undermine labour rights. Outside of Parliament, protests against the Labour Codes are planned, signaling continued opposition to the reforms. The opposition plans to address the Labour Codes on multiple fronts.
The government has emphasized that the new codes will simplify the existing legal framework, introduce greater formality in employment terms, and offer businesses increased flexibility. These reforms are viewed by some as crucial for boosting economic growth and attracting investment, although potential impacts on labor rights remain a concern.

In addition to the Water Act and Labour Codes, the Lok Sabha is expected to address the Central Excise Amendment Bill, 2025, which seeks to replace the GST compensation cess levied on tobacco products. The bill aims to provide the government with fiscal flexibility to adjust central excise duty rates on tobacco, ensuring continued tax revenue. The Lok Sabha will also make an obituary reference to former Congress MP Rameshwar Dudi. Reports on subordinate legislation framed under the Railways Ministry and the Fisheries Department are also scheduled to be presented.
