Narendra Modi, Prime Minister of India, chaired the 50th PRAGATI (Pro-Active Governance and Timely Implementation) meeting on Wednesday, emphasizing the importance of "reform, perform, and transform" for governance. This milestone marks a decade of cooperative and outcome-driven governance under his leadership.
During the meeting, Modi stressed the use of technology in every phase of a project lifecycle. He stated that the PRAGATI platform must be strengthened to ensure faster execution, higher quality, and measurable outcomes for citizens. He added that the PRAGATI platform has accelerated projects worth more than ₹85 lakh crore over the past decade.
Modi outlined his vision for the next phase of PRAGATI, emphasizing "Reform to simplify, Perform to deliver, Transform to impact". He explained that reform means moving from processes to solutions, simplifying procedures, and making systems more friendly for ease of living and ease of doing business. He added that "perform" means focusing equally on time, cost, and quality. Transformation, he said, must be measured by how citizens perceive timely services, faster grievance resolution, and improved ease of living.
During the meeting, the Prime Minister reviewed five critical infrastructure projects across the Road, Railways, Power, Water Resources, and Coal sectors, spanning five states, with a cumulative cost exceeding ₹40,000 crore. He also reviewed the PM SHRI (PM Schools for Rising India) scheme, emphasizing that it should become a national benchmark for holistic and future-ready school education and that implementation should be outcome-oriented rather than infrastructure-centric. He encouraged senior government officers to undertake field visits to evaluate the performance of PM SHRI schools and urged all Chief Secretaries to closely monitor the scheme.
The PRAGATI platform, launched in 2015, is an ICT-enabled, multi-purpose governance platform designed to ensure timely implementation of government projects, effective grievance redressal, and high-level monitoring of critical infrastructure and policy reforms. It combines digital data management, video conferencing, and geo-spatial technology. The platform also integrates with the Centralized Public Grievance Redressal and Monitoring System, PM Gati Shakti, PARIVESH, and the Project Monitoring Group portal, enabling real-time monitoring and predictive tracking.
PRAGATI is a three-tier system comprising the Prime Minister's Office (PMO), Union Government Secretaries, and Chief Secretaries of the States, promoting cooperative federalism. The Prime Minister holds monthly interactions with the Secretaries and Chief Secretaries via this platform to discuss ongoing programs, pending projects, and public grievances.
Modi highlighted that long-pending projects have been completed in the national interest using the PRAGATI platform, which exemplifies cooperative federalism and breaks silo-based functioning. He encouraged states to institutionalize PRAGATI-like mechanisms, especially for the social sector, at the level of Chief Secretary.
The Prime Minister stated that Viksit Bharat@2047 is both a national resolve and a time-bound target, and PRAGATI is a powerful accelerator to achieve it. He urged every ministry and state to strengthen the entire chain from planning to execution and minimize delays from tendering to ground delivery.
