Prime Minister Narendra Modi and Chinese President Xi Jinping met in Tianjin, China on Sunday, August 31, 2025, where Modi raised the issue of cross-border terrorism and its impact on both nations. Modi emphasized the need for mutual understanding and support in combating this shared threat.

During the meeting, Modi explicitly stated that both India and China are victims of terrorism and should collaborate to combat cross-border terrorism. He referenced the recent terrorist attack in Pahalgam, referencing the need for China's support. Foreign Secretary Vikram Misri confirmed that the issue of terrorism was discussed during the bilateral meeting. Modi conveyed that cross-border terrorism impacts both India and China, emphasizing the importance of extending understanding and support to each other in combating it. According to Misri, China has shown understanding and cooperation regarding India's handling of cross-border terrorism within the Shanghai Cooperation Organisation (SCO) framework.

In addition to terrorism, Modi and Xi addressed the importance of maintaining peace and tranquility in border areas. Modi stressed that peace along the border is like an insurance policy for bilateral relations. Both leaders acknowledged the successful disengagement from the previous year and the maintenance of peace in the border regions since then. They committed to finding a fair, reasonable, and mutually acceptable resolution to the border issue, proceeding from a political perspective that considers their overall bilateral relations and the long-term interests of both populations. They agreed that differences should not be allowed to turn into disputes.

The two leaders also discussed strengthening strategic communication, deepening mutual trust, and expanding exchanges and cooperation to achieve mutually beneficial outcomes. Modi invited Xi to the BRICS Summit in 2026, and Xi offered China's full support for India's BRICS presidency.

Furthermore, Modi and Xi acknowledged the vital role their economies play in stabilizing global trade and agreed to enhance and balance bilateral trade. They addressed the trade deficit between the two countries, a topic of discussion for several years. Both leaders agreed to reduce the bilateral trade deficit through improved transparency and investment.

The meeting between PM Modi and President Xi took place on the sidelines of the Shanghai Cooperation Organisation (SCO) Summit in Tianjin.
