In response to the severe flooding impacting several northern states and Union Territories, the National Medical Commission (NMC) has directed medical colleges to deploy postgraduate (PG) students to the affected areas. This directive, issued by the Postgraduate Medical Education Board (PGMEB) on September 6, 2025, emphasizes the critical need for healthcare professionals in the ongoing relief efforts.
The NMC has clarified that this deployment will be considered a valuable component of the District Residency Programme (DRP) training for PG medical students. The DRP, a mandatory three-month rotation in District Hospitals or the District Health System for MD/MS students, aims to provide an opportunity for postgraduate students to understand the healthcare needs of people at the field level. By actively participating in flood relief efforts, these students can gain practical experience in disaster response, public health management, and community service, enhancing their overall training.
The nodal officers in charge of the DRP in each state and UT are responsible for arranging the postings of PG medical students based on the specific requirements of the flood-affected areas. The NMC has urged these officers, as well as the directors and principals of all medical colleges, to prioritize this deployment. The Ministry of Home Affairs has also appealed for the strengthening of healthcare services using available resources, and many PG doctors have volunteered to assist.
According to existing regulations, postgraduate students in non-clinical specialties will coordinate with the District Health Officer or Chief Medical Officer for training, especially when direct patient care is not involved. Their responsibilities may encompass diagnostics, laboratory services, pharmacy, forensic services, general clinical duties, managerial tasks, and the implementation of public health programs.
The NMC's decision aligns with its broader goals of ensuring quality medical education and addressing healthcare needs across the country. The commission has been actively involved in various initiatives, including approving additional MBBS seats in medical colleges, reviewing eligibility qualifications for medical college teachers, and addressing concerns about the violation of Postgraduate Medical Education Regulations (PGMER). The NMC has also cautioned medical colleges against compelling PG students to stay in costly hostels, reinforcing its commitment to student welfare.
