The resort boasts 800 rooms and suites, comprising a 687-room luxury hotel branded "Cinnamon Life," launched in October 2024, and a 113-room ultra-luxury hotel under Melco's flagship "Nüwa" brand. At the heart of City of Dreams is a 180,000 square foot casino, fitted out by Melco Resorts and Entertainment, which has invested approximately US$125 million into the facility. Melco has been granted a 20-year license by the Sri Lankan government to operate the casino.
