Top IAS and IPS officers demand arrest of senior police officials involved in misconduct and corruption.

The alleged suicide of Haryana Additional Director General of Police (ADG) Y. Puran Kumar has sparked outrage and demands for action from within the IAS and IPS ranks. Following the incident, IAS officer Amneet P. Kumar, the wife of the deceased IPS officer, has formally requested the immediate arrest of Director General of Police (DGP) Shatrujeet Singh Kapur and Rohtak Superintendent of Police (SP) Narendra Bijarnia, who she alleges drove her husband to take his own life.

Amneet Kumar filed a complaint with the Chandigarh Police, asserting that DGP Kapur and SP Bijarnia subjected her husband to public humiliation, harassment, and conspired to trap him in false cases. She urged the police to register a First Information Report (FIR) immediately, fearing that the accused, holding powerful positions, might tamper with evidence or influence the investigation if not promptly arrested.

Chandigarh Police have registered FIR number 156 at Police Station Sector 11, UT Chandigarh, under sections 108 RW 3(5) BNS and 3(1)(r) of the POA (SC/ST) Act against the accused named in Y. Puran Kumar's 'final note'. A police spokesperson stated that a thorough investigation is underway, and action will be taken as per the law.

In her complaint, Amneet Kumar stated that her husband faced harassment due to his Scheduled Caste identity, a serious offense under the SC/ST Act. She emphasized that this was not a simple suicide but a direct result of systematic persecution by senior officers abusing their positions. She is seeking justice for her family and for every honest officer serving with integrity.

The IAS Officers Association convened a meeting where approximately 40 officers participated. Many officers voiced their concerns about the "functioning" of the Haryana DGP and expressed solidarity with Amneet Kumar.

Y. Puran Kumar, a 2001-batch IPS officer, left behind a nine-page suicide note. Kumar's note detailed instances of continuous caste-based discrimination, sustained mental harassment, and public humiliation inflicted by certain senior Haryana officers over the past five years. He felt he could no longer tolerate the circumstances. In the note, he named top officers and hinted at underlying grievances. The last four pages of his note elaborated on the alleged role of senior IPS and IAS officers, including a top bureaucrat, in "torturing" him "mentally and administratively".

Amneet Kumar, who was on an official trip to Japan, returned and filed a police complaint seeking an FIR against DGP Shatrujeet Kapur and SP Narendra Bijarniya, alleging a “well-planned conspiracy” to implicate Kumar in a “frivolous and mischievous complaint by fabricating false evidence”. She accused Haryana DGP Shatrujeet Singh Kapoor and Rohtak SP Narendra Bijarnia of inciting her husband to die by suicide.

Amneet Kumar has also accused the police of diluting charges and omitting key accused names in the FIR. She has reiterated her demand for the immediate arrest of the officials named in her complaint filed under Section 108 (abetment of suicide) of the Bharatiya Nyaya Sanhita and relevant sections of the SC/ST Act.
