The 11th BRICS Parliamentary Forum, held in Brasilia, Brazil on June 4-5, 2025, witnessed strong condemnation of the recent terrorist attack in Pahalgam, Jammu and Kashmir, India. Parliaments from all ten BRICS member nations – India, Brazil, Russia, China, South Africa, Iran, the United Arab Emirates, Egypt, Ethiopia, and Indonesia – unanimously agreed to cooperate on a policy of zero tolerance against terrorism.
The Indian delegation, led by Lok Sabha Speaker Om Birla, played a significant role in shaping the joint declaration issued at the forum. The declaration strongly condemned the Pahalgam attack and reiterated the commitment of member parliaments to act collectively against terrorism.
During the forum, Speaker Birla emphasized the need for joint efforts to curb financial support to terrorist organizations, enhance intelligence sharing, prevent the misuse of emerging technologies, and promote cooperation in investigation and judicial processes. He also reiterated India's commitment to a strong and befitting response to terrorism, echoing Prime Minister Narendra Modi's vision for a united global front against the menace.
India's firm stance on countering terrorism was widely acknowledged and appreciated during the meeting, with its policy of zero tolerance being incorporated into the final joint declaration. BRICS parliaments recognized that the active participation of all nations is essential to maintain global peace and security.
The forum also addressed other key global issues, including the responsible use of Artificial Intelligence (AI), global trade and economy, inter-parliamentary cooperation, and global peace and security. Broad consensus was reached on these topics after intensive discussions and deliberations among the participating delegations.
At the closing ceremony, India assumed the chairmanship of the 12th BRICS Parliamentary Forum, which is scheduled to be held in 2026. Speaker Om Birla affirmed India's commitment to deepening collaboration between BRICS parliaments and building consensus on addressing global challenges.
The Indian delegation included Deputy Chairman of Rajya Sabha Harivansh, Members of Parliament Surendra Singh Nagar, Vijay Baghel, Shri Vivek Thakur, Dr. Shabari Byreddy, and senior parliamentary officials including Lok Sabha Secretary General Utpal Kumar Singh and Rajya Sabha Secretary General P.C. Mody.
