Election Commission Aims for Universal Live Streaming of Elections; Bypoll Dry Run to Test Feasibility.

The Election Commission of India (ECI) is set to expand the scope of live streaming of election proceedings to achieve universal coverage, marking a significant step towards enhancing transparency and public trust in the electoral process. As a precursor to nationwide implementation, the commission plans to conduct a dry run of 100% webcasting across all polling stations during the upcoming bye-elections scheduled in four states.

This initiative underscores the ECI's commitment to leveraging technology to ensure fair and closely monitored elections. By webcasting all polling stations, the commission aims to provide real-time visibility into the electoral process, allowing stakeholders, including voters, political parties, and the media, to observe the proceedings.

The decision to implement 100% webcasting for the bye-elections serves as a practical assessment of the logistical and technical feasibility of extending the initiative to all future elections. The bye-elections will act as a testing ground to identify and address potential challenges related to internet connectivity, equipment, and personnel training.

Live streaming of elections offers numerous benefits. Firstly, it enhances transparency by making the electoral process more accessible to the public. Voters can witness the conduct of polls in real-time, fostering greater confidence in the integrity of the election. Secondly, it acts as a deterrent against malpractice and irregularities. The presence of live cameras can discourage attempts at rigging or other unlawful activities, as such actions would be visible to a wide audience. Thirdly, live streaming facilitates better monitoring by the ECI and other election observers. They can remotely oversee the polling process, promptly identify and address any issues that may arise.

The ECI has been progressively incorporating technology into election management. The introduction of Electronic Voting Machines (EVMs) has streamlined the voting process and reduced the incidence of invalid votes. The Voter Verifiable Paper Audit Trail (VVPAT) system provides a mechanism for voters to verify that their votes have been accurately recorded. Other initiatives, such as online voter registration and mobile apps for accessing election-related information, have also contributed to greater convenience and participation.

The decision to make live streaming universal aligns with global best practices in election management. Many countries have adopted similar measures to enhance transparency and accountability in their electoral processes. The ECI's initiative demonstrates its proactive approach to embracing innovation and adapting to evolving technological landscape.

The successful implementation of universal live streaming will require addressing several key challenges. Reliable internet connectivity is essential, particularly in remote and rural areas. The ECI will need to collaborate with telecom service providers to ensure adequate bandwidth and network infrastructure at all polling locations. The procurement and deployment of cameras and related equipment will also require careful planning and coordination. Training of polling personnel on the operation and maintenance of the webcasting system is crucial to avoid disruptions.

The ECI's move towards universal live streaming of elections represents a bold and transformative step towards strengthening democracy and promoting citizen engagement. By embracing technology and prioritizing transparency, the commission is setting a new standard for election management and reinforcing its commitment to upholding the integrity of the electoral process.
