The Quad, comprising the United States, India, Japan, and Australia, has strongly condemned the terrorist attack in Pahalgam, Jammu and Kashmir, which occurred on April 22, 2025. The attack resulted in the deaths of 25 Indian nationals and one Nepali citizen, and also left several others injured.
In a joint statement released after the Quad foreign ministers' meeting in Washington, D.C., the ministers expressed their deepest condolences to the families of the victims and extended heartfelt wishes for the swift and complete recovery of those injured. The ministers called for the perpetrators, organizers, and financiers of the attack to be brought to justice without delay. They also urged all UN member states to cooperate actively with relevant authorities, in accordance with their obligations under international law and relevant UN Security Council resolutions.
The Quad's statement unequivocally condemned all acts of terrorism and violent extremism in all its forms and manifestations, including cross-border terrorism. The group also renewed its commitment to counterterrorism cooperation.
Notably, the Quad's statement did not explicitly name any specific terrorist group allegedly responsible for the attack. While India has previously accused Pakistan of plotting the Pahalgam attack, the Quad's statement refrained from directly blaming Islamabad. According to some reports, India wanted the name of The Resistance Front (TRF) to be included in the statement, but Pakistan lobbied against it.
India's External Affairs Minister, S. Jaishankar, reiterated India's right to defend itself against terrorism and expressed his expectation that Quad partners would understand and appreciate India's position. He emphasized that the world must display zero tolerance for terrorism and that victims and perpetrators should never be equated.
The Quad foreign ministers also addressed other regional and global issues in their joint statement. They reaffirmed their commitment to a free and open Indo-Pacific and expressed serious concerns about the situation in the East China Sea and South China Sea. They voiced strong opposition to any unilateral actions that seek to change the status quo by force or coercion. The ministers also expressed grave concern over North Korea's destabilizing launches using ballistic missile technology and its continued pursuit of nuclear weapons.
In addition to addressing security concerns, the Quad countries launched a new flagship initiative to strengthen economic security and collective resilience by collaborating on securing and diversifying critical mineral supply chains. This initiative aims to reduce reliance on any single country and address economic coercion.
