Harpreet Singh, also known as Happy Passia, a Khalistani terrorist wanted in connection with multiple terror attacks across Punjab, is likely to be extradited from the United States to India soon. Currently in US custody, Passia is expected to arrive at Delhi Airport under high security. He was apprehended in Sacramento, California, on April 17, 2025, by US Immigration and Customs Enforcement (ICE), following coordinated efforts with Indian intelligence agencies.
Passia is wanted by Indian authorities for his alleged involvement in a series of terror attacks in Punjab, particularly targeting police stations and public institutions. The National Investigation Agency (NIA) has declared Passia a wanted terrorist and had announced a reward of ₹5 lakh for information leading to his arrest. He faces multiple charges under the Unlawful Activities (Prevention) Act (UAPA) and the Explosive Substances Act.
He is accused in over 30 criminal cases in India, including at least 16 grenade attacks carried out between 2024 and 2025. These attacks targeted police stations, key infrastructure, and private residences of public figures throughout Punjab. High-profile incidents attributed to him include the grenade blast at Ghanie Ke Bangar police station in Gurdaspur in December 2024 and an attack on the residence of a retired Punjab police officer in Chandigarh in October 2024.
The NIA had chargesheeted seven accused, including three absconders, in the December 2024 case related to the grenade attack on Gurdaspur Police Station by Babbar Khalsa International (BKI) terrorists. The terror attack on Ghanie Ke Bangar Police Station in Batala, Gurdaspur district, Punjab, was claimed on social media by BKI operatives Harpreet Singh alias Happy Passia and Gurpreet alias Gopi. US-based Passia, along with Pakistan-based terrorist Harwinder Singh alias Rinda as well as Shamsher Singh are the three absconders chargesheeted by NIA in the case. The four arrested accused chargesheeted by the anti-terror agency have been identified as Kuljit Singh, Abhijot Singh, Gurjinder Singh and Shubham, all residents of village Qila Lal Singh, Batala, Punjab.
Authorities have identified Singh as a key figure in the Pakistan-sponsored Babbar Khalsa International (BKI) network. He is believed to have maintained direct communication with Pakistan's Inter-Services Intelligence (ISI) to carry out the attacks. After illegally entering the United States via Mexico in 2021, Singh managed to avoid detection by using burner phones and encrypted communication platforms, allowing him to remotely coordinate terror operations in India.
NIA investigations revealed that BKI operatives, based in various countries, were engaged in a criminal conspiracy to recruit and train India-based associates and provide funds, weapons and explosives to the field operatives of the terror outfit. These activities were being carried out through their associates and acquaintances, also based abroad, including in Pakistan. The conspiracy by the foreign based designated terrorists and handlers was aimed at carrying out terror acts on the Indian soil.
Abhijot has also been arrested by NIA in a separate case relating to targeted shooting in Sector 10, Chandigarh. On his return from Armenia, Abhijot had engaged in picking and dropping of weapons/ explosives on the directions of his foreign-based handlers. He had expanded his gang by recruiting Kuljit Singh and other co accused. On 9th December 2024, Kuljit had picked up the grenade for the attack on PS Ghanie Ke Bangar.
Passia's arrest is the result of months-long efforts between the Punjab Police, central intelligence agencies, and American law enforcement. His interrogation is expected to provide critical insights into a wider international terror network, with alleged links to Pakistan's intelligence apparatus and Khalistani separatist groups operating from foreign soil. Upon arrival in India, he will be taken into custody by Indian authorities for formal arrest, prosecution, and extensive interrogation.
