Parliament Commences Session: Paying Tribute to Shibu Soren and Remembering Departed Members

The Lok Sabha is set to commence its proceedings on Tuesday, August 5, 2025, with obituary references to honor the memory of departed former Members of Parliament. The House will pay tribute to Tilakdhari Prasad Singh, Ram Rati Bind, and Shibu Soren, acknowledging their contributions to the nation.

Shibu Soren, a prominent figure in Indian politics, passed away at the age of 81. Soren's career was marked by significant contributions to Jharkhand and national politics. He served as a five-time Lok Sabha MP and a three-time Chief Minister of Jharkhand. Furthermore, he held the position of Union Coal Minister under Prime Minister Manmohan Singh and was elected to the Rajya Sabha in June 2020. His passing is a significant loss to the nation, and the Lok Sabha will acknowledge his service and dedication.

Following the obituary references, the Lok Sabha will proceed with its scheduled business, which includes the consideration and potential passage of several key bills. Union Sports Minister Mansukh Mandaviya is slated to move amendments to the National Anti-Doping Act, 2022. He will also introduce the National Sports Governance Bill, 2025. This bill aims to promote sports development, ensure welfare measures for sportspersons, and establish ethical practices in sports governance, aligning with international standards and principles. The bill also seeks to create a unified and effective mechanism for resolving sports-related grievances and disputes.

In addition, Union Law Minister Arjun Ram Meghwal will move amendments to the Readjustment of Representation of Scheduled Tribes in Assembly Constituencies of the State of Goa Bill, 2024, for further consideration and passage. This bill aims to enable seat reservations for Scheduled Tribes in the Goa Legislative Assembly, ensuring their effective democratic participation as per Article 332 of the Constitution. The bill proposes readjusting seats to accommodate the inclusion of certain communities in the Scheduled Tribes list.

Union Ports, Shipping, and Waterways Minister Sarbananda Sonowal is expected to introduce the Merchant Shipping Bill, 2024. This bill seeks to update and unify India's maritime laws, aligning them with international treaties. The bill aims to consolidate and amend laws related to merchant shipping, promote the growth of Indian shipping, and ensure effective management of the Indian mercantile marine, in line with national interests and international obligations.

Reports from the Public Accounts Committee (PAC) will also be presented by Congress MP Amar Singh and BJP MP Nishikant Dubey. These reports will cover various subjects, highlighting the government's actions on previous recommendations, including issues such as "Misappropriation of Public Money in Department of Posts, Establishment and Operationalisation of Sagar Prahari Bal, Indo-Nepal Border Road Project, and Manpower and Logistics Management in Delhi Police".

The proceedings of the House are scheduled to begin at 11:00 AM. The initial focus will be on paying respects to the departed former members, followed by a busy agenda of legislative business.

It is worth noting that the Lok Sabha has faced disruptions during the Monsoon Session, with the Opposition protesting against the Election Commission's Special Intensive Revision (SIR) of electoral rolls in Bihar. The Opposition alleges that this exercise aims to remove voters aligned with their agenda, a claim the Election Commission has denied. Despite appeals for smooth proceedings, disruptions have occurred, leading to adjournments.
