Manipur is reportedly buzzing with anticipation over a potential "VVIP" visit, igniting speculation that Prime Minister Narendra Modi may soon visit the state. If realized, this would mark his first trip since ethnic violence erupted in May 2023.
Preparations are underway, evidenced by a high-level meeting on August 30, chaired by Manipur Chief Secretary Puneet Kumar Goel, to discuss arrangements for the visit. Senior officials from various departments, security agencies, and district administrations attended. Goel emphasized that the visit should be organized "in a grand manner".
Security measures are a key focus, with police directed to implement arrangements according to the "blue book" at Kangla Fort in Imphal and Peace Ground in Churachandpur district. These measures include installing jammers, sanitization, anti-sabotage checks, crowd control measures, CCTV cameras, drone surveillance, bulletproof vehicles, and door frame metal detectors. The Special Protection Group (SPG) is expected to work closely with the state police on VVIP convoy movement and security clearances. To ensure adequate staffing, the Manipur DGP has reportedly ordered that no leave be granted to officers or personnel between September 7 and 14, except in emergencies.
While the official announcement is still awaited, sources suggest the Prime Minister's visit could coincide with his scheduled trip to Assam and Mizoram on September 13-14. He is expected to inaugurate a railway project in Mizoram on September 13. From Aizawl, he may then travel to Manipur.
News of the potential visit has already stirred political reactions. While the BJP in Manipur is energized by the prospect, the opposition Congress has criticized Modi for the delayed response, with Jairam Ramesh calling it a case of "too little too late".
The visit also coincides with discussions regarding the formation of a new government in Manipur, which has been under President's Rule since February 13. Sources indicate that a new government could be in place by the end of September.
