The Central Bureau of Investigation (CBI) has made further arrests in the ongoing investigation into the Chhattisgarh Public Service Commission (CGPSC) recruitment scam. On September 18, 2025, five individuals, including a former IAS officer and senior officials of the CGPSC, were taken into custody.
Those arrested include Jeevan Kishore Dhruv, a former IAS officer who was the Secretary of CGPSC at the time of the alleged irregularities, and Arti Wasnik, the then Controller of Examinations. Also arrested were Sumit Dhruv, a Deputy Collector and son of Jeevan Kishore Dhruv; Misha Kosle, a Deputy Collector and daughter-in-law of the brother of the then CGPSC Chairman; and Deepa Adil, a District Excise Officer who is also a daughter-in-law of the brother of the then CGPSC Chairman.
The CBI registered the case RC1242024A0004 on February 16, 2024, based on notifications issued by the Chhattisgarh government. The FIR alleges that the then Chairman, Secretary, and other officials of the CGPSC misused their positions between 2020 and 2022 to ensure the selection of their children and relatives. They allegedly manipulated examinations and interviews to favor these candidates for positions such as Deputy Collectors, Deputy Superintendents of Police, and other senior government posts.
According to the CBI, 129,206 candidates appeared in the preliminary examination for various posts in the CGPSC for the year 2021. Of these, 2,548 cleared the preliminary examination, 509 cleared the main examination and were selected for interviews, and 170 were finally selected for various posts. The CBI alleges that several of those ultimately selected were linked to serving officials of the Commission.
Prior to these arrests, the then Chairman of CGPSC, Taman Singh Sonwani, the then Deputy Controller of Examinations, along with four selected candidates and one private person had already been arrested and are in judicial custody. Those arrested earlier include Taman Singh Sonwani's nephews, Nitesh Sonwani and Sahil Sonwani, as well as Lalit Ganvir, Shashank Goyal, and Bhumika Katiyar. A chargesheet was filed in a special court in Raipur on January 16, 2025, naming seven accused.
The five recently arrested individuals were produced in a special CBI court on Friday and have been remanded to CBI custody until September 22. The CBI is continuing its investigation to uncover the larger conspiracy and the role of other suspect candidates who were selected in the CGPSC examination. Searches were conducted at five locations in Chhattisgarh, including three in Raipur and two in Mahasamund, leading to the recovery of incriminating documents.
