The central government has launched a special campaign to promote 'Swachhta' (cleanliness) and good governance across its various departments and agencies. This initiative, known as Special Campaign 5.0, builds upon the successes of previous campaigns and aims to further institutionalize cleanliness, improve efficiency, and ensure transparency in government operations.
The campaign is being coordinated by the Department of Administrative Reforms and Public Grievances (DARPG). The implementation phase is scheduled from October 2nd to 31st, following preparatory activities that took place from September 15th to 30th. During this preparatory phase, ministries and departments nominated nodal officers, assessed scrap disposal possibilities, and worked to enhance office spaces.
A key component of this drive is the Swachhata Hi Seva (SHS) campaign, observed from September 17th to October 2nd, with the theme 'Swachhotsav,' linking the festive season with cleanliness. The Ministry of Housing and Urban Affairs and the Ministry of Jal Shakti are jointly organizing the Swachhata Hi Seva (SHS) 2025 campaign. The campaign reinforces the national commitment to sanitation and hygiene that began with the Swachh Bharat Mission in 2014. The Department of Personnel & Training (DoPT) is also observing the Swachhata Hi Seva campaign, with activities planned to encourage public participation and make cleanliness a collective responsibility. These activities include cleanliness drives, essay, drawing and slogan competitions, and tree plantation.
The campaign also emphasizes the importance of a clean and safe digital environment through workshops on cyber security awareness. The Central Board of Direct Taxes (CBDT), along with its subordinate offices, is actively participating in the campaign, focusing on e-waste disposal, record management, space optimization, office beautification, and accelerated grievance redressal.
Several ministries and departments are actively participating in Special Campaign 5.0. The Ministry of External Affairs (MEA) has initiated the preparatory phase, aiming to strengthen cleanliness, resolve pending matters promptly, improve record management, and promote environmental sustainability across its offices in India and missions abroad. The Department of Posts is committed to achieving the goals set for the campaign, building on the achievements of Special Campaign 4.0, which included weeding out physical files, cleaning sites, generating revenue through scrap disposal, and disposing of public grievances. The Ministry of Minority Affairs launched the Swachhata Hi Seva Campaign 2025 near Gurudwara Bangla Sahib in New Delhi, with a Swachhata Pledge administered to those present. The Department of Health & Family Welfare (DoHFW) is also participating, focusing on स्वच्छता and reducing pendency, with a special emphasis on e-waste disposal.
The Special Campaign 5.0 reflects the government's continued emphasis on Swachh Bharat Mission. This mission aims to make cleanliness a cultural celebration and ensures public spaces remain clean nationwide. Women are placed at the core of SHS 2025, with the Women Icons Leading Swachhata (WINS) Awards to honor women entrepreneurs in sanitation.
Good governance is another key focus of the special campaign. The National Archives of India will host a "Sushasan aur Abhilekh Exhibition" as part of the campaign. The government is also working to expedite trials against corrupt officials and enhance police accountability. Other initiatives, such as the "MLA on Wheels" initiative in Delhi, aim to bring governance closer to the people and resolve their grievances at the grassroots level. These efforts align with the Prime Minister's vision for a Garbage Free India and the LiFE (Lifestyle for the Environment) movement, promoting mindful consumption and connecting local cleanliness with global environmental protection. The campaign contributes to the Sustainable Development Goals (SDGs), particularly SDG 6 (Clean Water and Sanitation) and SDG 11 (Sustainable Cities and Communities).
