Prime Minister Narendra Modi launched a sharp attack on the Congress party while addressing a public meeting in Odisha, urging people to "beware" of their tactics. Modi accused the Congress of consistently exploiting the public and emphasized the contrast between their approach and the BJP's efforts to provide relief and promote development.

Modi highlighted instances where Congress-led governments allegedly undermined central government initiatives aimed at benefiting the common citizen. He specifically pointed to the Congress government in Himachal Pradesh, which he said imposed a new tax on cement, effectively negating the Goods and Services Tax (GST) reduction on cement implemented by the central government. Modi argued that cheaper cement would have helped people build houses. He stated that while the BJP works for the welfare of the poor, the Congress continues to act against the interests of the common people.

The Prime Minister contrasted the Congress's alleged history of "looting" with the BJP's governance, which he asserted is focused on serving the poor and providing basic amenities to Dalits, backward classes, and tribal communities. He stated that the BJP-led government has exempted income tax up to an income of ₹12 lakh. He further claimed that during the Congress regime, ₹25,000 was levied as income tax on a spending of ₹1 lakh, while now only ₹4,000 to ₹5,000 tax would have to be paid for ₹1 lakh spending.

Modi also championed the "Atmanirbhar Bharat" (self-reliant India) initiative, emphasizing the importance of reducing dependence on foreign entities and promoting domestic production. He highlighted GST reforms, including the reduction of tax on cement, as measures designed to benefit the common citizen.

During his visit to Odisha, the Prime Minister inaugurated and laid the foundation stones for development projects worth over ₹60,000 crore in sectors like telecommunications, railways, and higher education. These projects included the expansion of eight IITs across the country, which is expected to create capacity for 10,000 new students over the next four years. He also flagged off the Amrit Bharat Express connecting Berhampur with Udhna in Gujarat's Surat district. Additionally, he dedicated to the nation the doubling of the 34-km Koraput–Baiguda rail line and the 82-km Manabar–Koraput–Gorapur section, built at a cost of ₹1,400 crore. He also inaugurated a 5 km flyover in Sambalpur City, constructed at a cost of ₹273 crore.

This visit marked Modi's sixth to Odisha in 15 months since the BJP came to power in the state in June 2024.
