Interpol Assistance Requested: Apprehend Muzaffar Rather for Alleged Logistical Support in the Red Fort Bombing.

Security agencies are seeking the help of Interpol to apprehend Muzaffar Rather, who is suspected of providing logistical assistance in the Red Fort blast that occurred on November 10 and resulted in 13 fatalities. The Jammu and Kashmir (J&K) Police have initiated the process to request an Interpol Red Corner Notice against Dr. Muzaffar Rather, who is the brother of Dr. Adil Ahmad Rather.

Muzaffar Rather, originally from Qazigund in South Kashmir, was affiliated with Al Falah University in Faridabad, Haryana. He came under scrutiny following the questioning of individuals arrested in connection with the inter-state white-collar terror module that was uncovered during the investigation of Jaish-e-Mohammad (JeM) posters in Nowgam, Srinagar.

The investigation revealed that Muzaffar, along with Dr. Umar Nabi and Dr. Muzammil Ahmad Ganaie, had traveled to Turkey for approximately 20 days in 2021. Muzaffar reportedly left India in August and is believed to be in Afghanistan. Some reports indicate he traveled to Afghanistan via Dubai on August 22. However, Afghan intelligence has denied his presence in Afghanistan.

The State Investigation Agency (SIA) is currently investigating the case. An official stated that while the J&K police cannot directly request an Interpol Red Corner Notice, they can initiate the process, which would then require a central agency to issue the notice. An arrest warrant has already been issued against Muzaffar in connection with the Red Fort bombing case.

The case has also led to the removal of Dr. Muzaffar Ahmad, Dr. Adeel Ahmad Rather, Dr. Muzamil Shakeel, and Dr. Shaheen Saeed from the National Medical Register by the National Medical Commission. All four have been charged under the Unlawful Activities (Prevention) Act in connection with the blast.

The investigation into the white-collar terror module began after the recovery of 360 kg of ammonium nitrate from the rented accommodation of Dr. Muzamil Shakeel at Al Falah University in Faridabad. Subsequently, a larger cache of explosives was discovered on and around the university campus.

Authorities believe that Muzaffar acted as a key link between Jaish-e-Mohammed handlers and the white-collar terror module. He, along with Dr. Umar Nabi and Dr. Muzammil Ahmad Ganaie, allegedly used the encrypted platform Telegram to communicate with their handler in Pakistan.

The Directorate of Communications Centre for Countering Disinformation in Turkey has refuted claims that its territory was used for radicalization activities related to these operations.
