In a significant crackdown on terror activities, law enforcement agencies in Jammu and Kashmir have intensified their efforts to dismantle the infrastructure and support networks of Pakistan-based terrorists. Recent operations have resulted in the seizure of properties belonging to individuals operating from across the border who are allegedly involved in orchestrating and facilitating terrorist activities in the region.

On August 30, 2025, Jammu and Kashmir Police attached the property of Mohd Azam, a Pakistan-based member of the banned Hizbul Mujahideen group, in the Poonch district. Azam, originally from Chapriyan village, is wanted in connection with several terror cases in Poonch and is believed to have fled to Pakistan-occupied Kashmir (PoK) after allegedly committing these crimes. A court had declared Azam a proclaimed offender, and the property seizure followed a court order.

Earlier in July 2025, the J&K Police seized properties allegedly belonging to Ghulam Rasool Shah alias Rafia Rasool Shah, a Pakistan-based terrorist handler and top commander of Hizbul Mujahideen (HM) and Jamaat-ul-Mujahideen (JUM) in Kupwara's Sogam area. Shah, a resident of Peer Mohalla Chandigam Lolab, has been actively involved in orchestrating and facilitating terrorist activities in the region for several years and is currently operating from across the border. The seized property includes five kanals and three marlas of land in Peer Mohalla Chandigam, which were attached under Section 25 of the Unlawful Activities (Prevention) Act [UA(P)A].

In June 2025, the Ramban Police attached immovable property of a Pakistan-based terrorist under section 83 CrPC under the jurisdiction of Police Station Banihal. The immovable property, agricultural land measuring 1 Kanal 1 Marla, was registered in the name of Mohd Saleem of Takia Tethar area of Banihal tehsil, who is absconding after the commission of the offense. The Court ordered the attachment of property after declaring him a proclaimed offender.

These actions are part of a broader strategy to dismantle the logistical, financial, and operational networks of terror outfits and their cross-border handlers. Police officials have stated that these measures send a strong message to those who continue to engage in or support anti-national activities from within or outside the country. The National Investigation Agency (NIA) and the J&K police have intensified their crackdown on the support structure of terrorist organizations, including properties of terrorists.

In March 2025, Poonch Police attached four properties belonging to three terrorists operating from Pakistan, covering 14.8 Kanal of land worth approximately ₹28 lakh. The properties, located in Qasba and Kirni villages, belong to Najab Din, Mohammad Latif, and Mohammad Bashir alias Tikka Khan, who are actively involved in terrorism from Pakistan-occupied Kashmir (PoK). Authorities stated that the action aims to curb terrorist activities and maintain peace in Jammu and Kashmir.

These seizures highlight the ongoing efforts by law enforcement agencies to combat terrorism and disrupt the networks that support it.
