Early in the year, Prime Minister Narendra Modi visited the United States in February, marking him as the fourth foreign leader to visit President Trump since his second inauguration. During this visit, Modi expressed his pleasure at Trump's re-election. The two leaders engaged in discussions encompassing defense, trade agreements, and immigration, launching "Mission 500" with the ambitious goal of increasing trade between India and the U.S. to $500 billion by 2030. Modi also proposed an energy deal, with Trump announcing that India would boost its imports of U.S. oil and gas to help reduce the trade deficit. A joint statement released after the meeting reaffirmed the strength of the India-U.S. Comprehensive Global Strategic Partnership.
However, the relationship has not been without its complexities. Trade and energy disputes have escalated under the Trump administration, creating friction despite the established "special relationship". Punitive tariffs imposed by the U.S. and critical remarks from Trump administration officials initially led to a downturn in relations. India, while committed to strategic autonomy, signaled its intent to continue purchasing Russian oil, diversify its trade and security relationships, and improve relations with China. Despite these challenges, India also remained committed to negotiations with the U.S. to decrease trade tariffs.
Amidst these dynamics, External Affairs Minister S. Jaishankar played a crucial role in maintaining and strengthening the India-US dialogue. In late June and early July 2025, Jaishankar visited the U.S. for high-level meetings, including the Quad Foreign Ministers' Meeting. This meeting, which included the foreign ministers of India, the United States, Japan, and Australia, focused on advancing a shared vision for a free, open, and inclusive Indo-Pacific region. A U.S. delegation visited India to discuss the sale of P-8I naval aircraft, signaling a potential thaw in relations after trade disputes. Trade talks were also reported to be back on track. Looking ahead, Prime Minister Modi is expected to address the annual high-level session of the United Nations General Assembly (UNGA) in September.
