In recent months, the National Investigation Agency (NIA) has intensified its efforts to dismantle terror networks operating in Jammu and Kashmir, conducting multiple raids across the region and other parts of India in connection with various terror conspiracy cases. These operations target not only active terrorists but also Overground Workers (OGWs), sympathizers, and logistical supporters, aiming to disrupt the entire ecosystem that enables terrorist activities.
One significant operation occurred on December 11, 2024, when the NIA conducted raids at 19 locations across eight states, including Jammu and Kashmir, as part of an investigation into a conspiracy by the Pakistan-based Jaish-e-Muhammad (JeM) to radicalize youth in India. The raids in J-K targeted areas such as Anantnag, Baramulla, Budgam, and Reasi. During these searches, the NIA seized incriminating documents and electronic devices like mobile phones, pen drives, and hard disks. The case, identified as RC-13/2024/NIA/DLI, is linked to Sheikh Sultan Salah Uddin Ayubi, a JeM operative arrested in October 2024 for disseminating propaganda and recruiting youth into the Jamaat outfit inspired by JeM.
Prior to this, on November 21, 2024, the NIA conducted raids at multiple locations across the Jammu region, including Doda, Reasi, Kishtwar, Udhampur, and Ramban, focusing on terrorist infiltration cases. These raids aimed to dismantle the network of OGWs aiding terrorists infiltrating from Pakistan. The NIA teams, accompanied by local police and the Central Reserve Police Force (CRPF), targeted around eight locations to gather vital inputs on elements linked to terror activities.
In another instance, on March 19, 2025, the NIA raided 12 locations in the Jammu district, recovering incriminating materials linking terrorists with local OGWs. These searches targeted homes of OGWs associated with newly formed offshoots and affiliates of banned terrorist organizations like Lashkar-e-Taiba (LeT) and JeM. The case is connected to a series of attacks on security forces and civilians, forming part of a larger criminal conspiracy to wage war against the Government of India. The NIA's action followed information about the infiltration of LeT and JeM terrorists through the International Border (IB) and Line of Control (LoC), facilitated by OGWs providing logistical support, shelter, and guidance.
These operations are part of a broader strategy to counter terrorism in Jammu and Kashmir, which includes probing terror attacks, narco-terrorism, terror funding, and cross-border smuggling networks. The NIA's investigations have revealed links between local actors and cross-border and international entities, highlighting the complex nature of the terror ecosystem.
