Cindy Rodriguez Singh, a 39-year-old woman with ties to India, has been added to the FBI's Ten Most Wanted Fugitives list for the murder of her six-year-old son, Noel Rodriguez-Alvarez. The FBI is offering a reward of up to $250,000 for information leading to her arrest.

Noel Rodriguez-Alvarez was last seen in October 2022, but he wasn't reported missing until March 2023. Cindy Rodriguez Singh, her husband Arshdeep Singh, and six other children boarded an international flight to India on March 22, 2023. Noel was not with them. Authorities believe she is currently in India with her husband and six of her children.

Born in Dallas, Texas, in 1985, Cindy Rodriguez Singh is described as being between 5'1" and 5'3" tall, weighing between 120 and 140 pounds, with a medium complexion, brown eyes, and brown hair. She has tattoos on her back, both legs, right arm, right hand, and right calf.

According to the FBI, prior to leaving the country, Rodriguez Singh lied to officers during a welfare check, claiming that Noel was in Mexico with his biological father since November 2022. However, inconsistencies in her statements and a lack of credible evidence led investigators to believe that Noel was deceased.

A Tarrant County grand jury indicted Rodriguez Singh in October 2023 on charges of capital murder and other offenses related to Noel's disappearance. A federal arrest warrant was issued for her for unlawful flight to avoid prosecution.

Arshdeep Singh, Noel's stepfather, is believed to be of Indian origin. He reportedly purchased the one-way plane tickets to India shortly after Noel was reported missing. Authorities also noted that Arshdeep disposed of a carpet in an outdoor dumpster the day before the family boarded the flight to India. A police dog trained to sniff out human remains alerted police to the carpet.

The addition of Cindy Rodriguez Singh to the FBI's Ten Most Wanted Fugitives list marks a significant step in the pursuit of justice for Noel.
