BJP Clarifies Aadhaar Usage: Supreme Court Order Intact, Enrollment Not Permitted, Dismissing Opposition's Misinformation Campaign.

The BJP has refuted claims made by the opposition regarding the ongoing Special Intensive Revision (SIR) of voter rolls in Bihar, asserting that the program remains "intact" and that the Supreme Court has not mandated the use of Aadhaar as the sole document for voter enrollment. The party accuses the opposition of spreading misinformation and propaganda to undermine the electoral process.

Amit Malviya, head of the BJP's IT department, clarified that Aadhaar is only a proof of identity and residence, and it does not establish citizenship. He emphasized that the Supreme Court's judgment nowhere suggests that Aadhaar should be used as a valid document for the SIR. Malviya further stated that attributing statements to the Supreme Court that it has not made is a "contempt of court".

The BJP maintains that the Representation of the People Act disqualifies non-citizens from registering in electoral rolls. They argue that using Aadhaar alone for voter enrollment would undermine statutory provisions, as the Aadhaar Act only provides proof of identity and residence, not citizenship. The party has defended the removal of names from the draft voter roll, stating that the deletions targeted fake, deceased, and foreign entries. Malviya claimed that 65 lakh names removed from the draft voter roll in Bihar included "fake, dead, Bangladeshi and Rohingya names". He noted that only a small fraction of the deletions, about 84,305, faced objections, which he deemed "well below the standard margin of error," dismissing the opposition's "vote chori" (vote theft) claims as fabricated.

The Election Commission has also defended the SIR, stating that it strengthens the electoral process by "weeding out ineligible persons". The commission's affidavit clarified that documents like Aadhaar, voter ID, and ration cards are being considered only for establishing identity during the revision, not for proving citizenship.

Concerns about ineligible individuals obtaining Aadhaar have been raised by BJP members of the Public Accounts Committee (PAC). These members expressed apprehension that non-citizens, including alleged infiltrators, could obtain Aadhaar and subsequently access voter IDs and welfare benefits meant exclusively for Indian citizens. The PAC urged the Unique Identification Authority of India (UIDAI) to conduct a scientific audit of its database due to reports of data breaches and to simplify enrollment procedures. These concerns have surfaced during Bihar's electoral roll revision, where Aadhaar is not accepted as valid proof of citizenship. It has been noted that the process of procuring Aadhaar cards was less stringent earlier, with individuals able to enroll based on a self-declaration affidavit.
