Siddaramaiah's political career is a story of transformation, from a lawyer spotted in the district courts to the Chief Minister of Karnataka, not once, but twice. His journey reflects both political acumen and a deep understanding of the socio-economic landscape of the state. Now serving his second term as Chief Minister, Siddaramaiah faces the complex challenge of balancing his political ambitions with the need to deliver effective governance and maintain party unity.
In his early days, few would have predicted the ascent of Siddaramaiah, born in 1947 in a village in the Mysore district, to the highest office in the state. His initial victory in 1983 from the Chamundeshwari constituency on a Bharatiya Lok Dal ticket was a surprise, marking him as a force in the Old Mysore region. He later joined the Janata Party, becoming the first president of the Kannada Surveillance Committee, dedicated to implementing Kannada as an official language.
Siddaramaiah's career saw him navigate various Janata Parivar factions for years, experiencing both victories and defeats. He served as Deputy Chief Minister twice, from 1996 to 1999 and again from 2004 to 2005, while associated with the Janata Dal and Janata Dal (Secular). After being expelled from the JD(S) in 2006, he joined the Indian National Congress, a turning point that Sonia Gandhi hailed as a significant gain for the party.
His first term as Chief Minister, from 2013 to 2018, was marked by a focus on social welfare schemes, including free rice distribution and healthcare initiatives. He was only the second Chief Minister in Karnataka's history to serve a full five-year term. However, the path to power was not without obstacles. In 2019, after a setback in a by-election, Siddaramaiah resigned as Leader of the Congress Legislative Party (CLP) and Leader of the Opposition.
In May 2023, the Congress party's victory in the Karnataka legislative assembly election paved the way for Siddaramaiah's return as Chief Minister. D.K. Shivakumar was appointed as his deputy. Immediately after assuming office, Siddaramaiah announced the implementation of the "5 Guarantees" from the party's manifesto.
Now, more than halfway into his second term, Siddaramaiah faces a different set of challenges. Unlike his earlier days, where he had "nothing to lose," he now has a legacy to protect and promises to fulfill. Speculation about a leadership change has emerged, with reports of a potential "rotational chief minister formula". This has led to internal party dynamics and factionalism, with ministers expressing support for Siddaramaiah to complete his full term.
Despite these challenges, Siddaramaiah remains assertive. Recently, he has hinted at continuing as Chief Minister, stating his intention to present his 17th budget next year. He has also reignited the debate on reservation, advocating for its extension to the private sector and suggesting an increase in the overall reservation ceiling.
However, the opposition has accused Siddaramaiah and his ministers of neglecting governance amidst the political maneuvering. Concerns have been raised about issues such as sugarcane farmer distress, human-wildlife conflict, and compensation for rain damage.
