Prime Minister Narendra Modi received a ceremonial welcome at Republic Square in Malé, Maldives, on Friday, July 25, 2025, marking the beginning of his two-day state visit. The visit is particularly significant as Modi is the Guest of Honour for the Maldives' 60th Independence Day celebrations on July 26. This visit is the first by any Head of State or Government since President Mohamed Muizzu assumed office in 2023.
Upon arrival at Velana International Airport (VIA), PM Modi was greeted by President Muizzu, Foreign Minister Dr. Abdulla Khaleel, and other high-ranking Maldivian government officials. The ceremonial welcome at Republic Square included a cultural performance by students from Aminiya School, followed by a 21-gun salute by the Maldives National Defence Force (MNDF). The national anthems of both India and the Maldives were played, and PM Modi inspected a Guard of Honour.
Following the welcome ceremony, PM Modi was escorted to the President's Office in a traditional cultural procession known as "Haiykolhu," where he and President Muizzu are scheduled to hold bilateral talks on matters of mutual interest. The leaders will later deliver a joint statement and inaugurate several joint projects, as well as oversee the exchange of Memoranda of Understanding.
PM Modi's visit signals a potential reset in relations between India and the Maldives. After President Muizzu assumed office, the Maldives pursued a policy of strengthening ties with China and reducing dependence on India. This shift was influenced by the "India Out" campaign and a perceived pro-China stance. However, there has been a recalibration in the relationship over the past year. India has historically been the first responder to the Maldives' needs, both economically and strategically. This visit underscores a commitment to a "neighbourhood first" policy based on mutual benefit, trust, and respect for each other's sensitivities.
The discussions between PM Modi and President Muizzu are expected to cover a range of issues, including economic cooperation, maritime security, and development projects. India has been involved in infrastructure projects in the Maldives, such as airport and harbor development, and has also provided defense support. Maritime security is a key area of cooperation, with both countries working towards a comprehensive maritime security partnership.
