Global Leaders Unite: Modi and Starmer Denounce Terrorism's Every Form and Expression, Pledging Collaborative Action.

Mumbai, October 9, 2025 - Prime Minister Narendra Modi and UK Prime Minister Keir Starmer have strongly condemned terrorism in all its forms and manifestations, reaffirming their commitment to global peace and security. During talks held in Mumbai, both leaders called for zero tolerance for terrorism and emphasized concerted international efforts to combat it in a comprehensive and sustained manner, adhering to the UN Charter and international law.

The two Prime Ministers agreed to strengthen cooperation in several key areas to counter the global threat of terrorism. These include countering radicalization and violent extremism, combating the financing of terrorism and the cross-border movement of terrorists, preventing the exploitation of new and emerging technologies for terrorist purposes, and tackling terrorist recruitment. They also aim to enhance cooperation in information sharing, judicial cooperation, and capacity building, while strengthening bilateral and multilateral cooperation in these areas, including at the UN and the Financial Action Task Force (FATF).

Both leaders strongly condemned the April 2025 terrorist attack in Pahalgam, Jammu and Kashmir, which resulted in the deaths of 26 civilians, mostly tourists. They committed to strengthening cooperation to take decisive and concerted actions against globally proscribed terrorists, terror entities, and their sponsors.

In addition to their united stance against terrorism, Modi and Starmer discussed strengthening defense ties between India and the UK. This includes expanding joint training and military exercises. They noted the Royal Navy's participation in Exercise KONKAN with the Indian Navy as part of ongoing maritime cooperation. Both sides expressed commitment to closer collaboration in the Indo-Pacific region, including establishing a Regional Maritime Security Centre of Excellence under the Indo-Pacific Oceans Initiative.

PM Modi raised the issue of Khalistani extremism with Prime Minister Starmer, emphasizing that radicalism and violent extremism should not be allowed to exploit the freedoms available in democratic societies. He stressed the need for legal action against Khalistani extremists active in the UK. Modi also conveyed his condolences for the recent attack near a synagogue in Manchester.

The meeting between the two leaders in Mumbai underscored the growing importance of the India-UK Comprehensive Strategic Partnership and their shared commitment to a rules-based international order. Starmer thanked Modi for the warm hospitality extended to him and his delegation.
