After a nudge from the Supreme Court, the All India Football Federation (AIFF) is finally set to implement a ban on dual posts, pushing through a contentious reform aimed at improving governance and transparency within Indian football. This decision marks a significant step towards aligning the AIFF's constitution with international standards and addressing long-standing concerns about conflicts of interest.
The reform, which restricts individuals from holding positions in both the AIFF and its member state associations, has been a subject of debate and legal challenges. The Supreme Court had previously intervened, seeking to ensure that the AIFF's constitution adheres to principles of good governance and avoids potential conflicts of interest.
The implementation of the ban on dual posts is expected to bring about significant changes in the structure and functioning of Indian football administration. By preventing individuals from simultaneously holding positions at the national and state levels, the AIFF aims to promote greater accountability and transparency in decision-making processes. This move is also intended to create a more level playing field, reducing the potential for undue influence and favoritism within the sport.
The Supreme Court clarified that the restriction on office-bearers holding dual posts will come into force from September 2026, when the term of the present office-bearers ends. Clauses (b) and (c) of Article 25 of the constitution states that if a person holds dual positions, they shall automatically be deemed to have vacated their position in the Member Association. Similarly, if a person is elected as an Office-bearer in a Member Association and holds a position of an Office-bearer in the Executive Committee of the AIFF, they shall automatically be deemed to have vacated their position in the Member Association.
The AIFF's decision to ban dual posts comes after facing warnings from FIFA regarding third party interference. FIFA and the Asian Football Confederation (AFC) had issued an ultimatum to the AIFF, requiring them to adopt a new constitution by October 30 or risk suspension.
The ban on dual posts is a crucial step towards modernizing Indian football and aligning it with global best practices. It reflects a commitment to improving governance, promoting transparency, and ensuring fair play within the sport. While the implementation of this reform may present some challenges, it is ultimately expected to benefit the long-term development of Indian football.
